Subrecipient Commitment Documents

When Colorado State University (CSU) receives an award that includes other institutions or organizations that will be programmatically and financially responsible for completing part of the project’s scope of work, we must issue a subaward agreement (aka, “Outgoing Subaward”).

The Outgoing Subaward that CSU sends is developed in accordance with the prime award and includes any additional requirements necessary to meet CSU’s obligation to our sponsor.

 As part of CSU’s proposal process, a subrecipient should provide a clearly defined Scope of Work for its portion of the project, a detailed budget, and a budget justification. Also, the subrecipient needs to provide a complete subrecipient commitment form or letter at the proposal stage. This documentation is used by the OSP Subaward Administrator to begin the process of issuing an Outgoing Subaward.

Using the appropriate subrecipient commitment document matters!

A Subrecipient Commitment Form is needed when an entity is not found in the FDP Subrecipient Clearinghouse. CSU’s proposal subrecipient commitment form is used to gather both proposal-specific information and institutional data that is not available to us in any external system.

CSU uses this information for the required risk analysis that should begin at proposal stage and to facilitate the subaward process later.

A FDP Subcommitment Letter is used when an entity has a current profile in the FDP Subrecipient Clearinghouse. The letter includes project-specific information, including contact information and compliance assurances, but does not duplicate institutional information available in the FDP Subrecipient Clearinghouse.

CSU provides the template as a Word document to make it easier for our subrecipient to put the information on their own institutional letterhead.

The FDP letter should be used only if the subrecipient maintains a full profile in the FDP Subrecipient Clearinghouse, where OSP can get institutional information and verify key indicators for our risk analysis process.
