Maximum and Minimum Effort on Sponsored Programs

Generally, faculty cannot commit 100% of their effort to sponsored projects, as time must be reserved for other CSU duties. For Administrative Professionals and State Classified staff, 100% effort devoted to sponsored projects may be appropriate.  However, allocations of effort to sponsored projects must be reasonable given the individual’s non-sponsored University activities.

On the flip side, all Key Personnel on a sponsored project must devote at least a 1% commitment to that project, with a few exceptions such as equipment grants and dissertation grants.  If sponsor restrictions or budget limitations don’t allow for the reimbursement of Key Personnel salary and there is no mandatory cost share requirement, the Key Personnel effort on the project (at least 1%) should be tracked internally in a companion Non-Reportable Cost Share Account (NR-CSA).
