Dear Colleagues:

As many of you are aware, the White House has proposed new rules to fundamentally change federal research and sponsored project funding and oversight.

The sweeping proposal to change what is known as the “Uniform Guidance” aims to align spending with current law, executive orders and agency and presidential priorities. The proposal centralizes research grant administration to the Office of Management and Budget instead of agencies and establishes oversight through political appointees, among other broad changes.  You can find APLU’s initial summary of key issues here.

We are closely tracking the progress of the proposal. The 45-day comment period closes on July 13, 2026. CSU is in contact with our federal relations team, APLU and COGR. CSU will respond as an institution; if you’d like to contribute to that response, please email your comments to Lori Schultz by July 1, 2026.

If you would like to respond as a private citizen, please follow university speech-related policies on advocacy when contacting state and federal agencies and officials and the policy on political activities.
