{"id":8983,"date":"2024-10-24T17:45:12","date_gmt":"2024-10-24T23:45:12","guid":{"rendered":"https:\/\/www.research.colostate.edu\/osp\/?p=8983"},"modified":"2026-03-10T20:33:25","modified_gmt":"2026-03-10T20:33:25","slug":"rppr-responsibility-submissions-tips-amp-tricks-and-consequences-2","status":"publish","type":"post","link":"https:\/\/www.research.colostate.edu\/osp\/2024\/10\/24\/rppr-responsibility-submissions-tips-amp-tricks-and-consequences-2\/","title":{"rendered":"RPPR Responsibility, Submissions, Tips &amp; Tricks, and Consequences"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">Part 1: RPPR Responsibility<\/h3>\n\n\n\n<p>The Office of Sponsored Programs (OSP) and stakeholders in the colleges have developed the&nbsp;<a href=\"https:\/\/www.research.colostate.edu\/osp\/osp\/wp-content\/uploads\/sites\/21\/2023\/08\/Roles-and-Responsibilities-Matrix-Master-8_8_2023.pdf\">Roles and Responsibilities Matrix<\/a>&nbsp;for each step of the&nbsp;<a href=\"https:\/\/www.research.colostate.edu\/osp\/osp\/#AwardLifecycle\" target=\"_blank\" rel=\"noreferrer noopener\">Award Lifecycle<\/a>. In a compliance-heavy research environment like ours, knowing who does what is very important. For instance, who is responsible for completing and submitting the Research Performance Progress Reports (RPPR) for an awarded project?<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"207\" src=\"https:\/\/www.research.colostate.edu\/osp\/wp-content\/uploads\/sites\/5\/2024\/10\/Screenshot-2024-10-25-111812-2048x414-1-1024x207.jpg\" alt=\"\" class=\"wp-image-9356\" srcset=\"https:\/\/www.research.colostate.edu\/osp\/wp-content\/uploads\/sites\/5\/2024\/10\/Screenshot-2024-10-25-111812-2048x414-1-1024x207.jpg 1024w, https:\/\/www.research.colostate.edu\/osp\/wp-content\/uploads\/sites\/5\/2024\/10\/Screenshot-2024-10-25-111812-2048x414-1-300x61.jpg 300w, https:\/\/www.research.colostate.edu\/osp\/wp-content\/uploads\/sites\/5\/2024\/10\/Screenshot-2024-10-25-111812-2048x414-1-768x155.jpg 768w, https:\/\/www.research.colostate.edu\/osp\/wp-content\/uploads\/sites\/5\/2024\/10\/Screenshot-2024-10-25-111812-2048x414-1-1536x311.jpg 1536w, https:\/\/www.research.colostate.edu\/osp\/wp-content\/uploads\/sites\/5\/2024\/10\/Screenshot-2024-10-25-111812-2048x414-1.jpg 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>As you can see by the snip of the matrix above, the PI is primarily responsible for&nbsp;<strong><em>identifying<\/em><\/strong>&nbsp;reporting requirements,&nbsp;<strong><em>preparing<\/em><\/strong>&nbsp;the report timely, and&nbsp;<strong><em>notifying<\/em><\/strong>&nbsp;OSP of the submission if OSP does not need to submit on behalf of the PI.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Part 2 \u2013 RPPR submissions by OSP<\/h3>\n\n\n\n<p>Some Research Performance Progress Reports (RPPRs) must be submitted by OSP or include financial reports that need an&nbsp;<a href=\"https:\/\/www.research.colostate.edu\/osp\/osp\/staff\/\">OSP Team Financial Research Administrator\u2019s<\/a>&nbsp;(FRA) input. These include, but are not limited to, USDA APHIS (EzFedGrants submission) PHS agencies \u2013 including NIH, NOAA, and CDC (eRA Commons submission), and many foundations.<\/p>\n\n\n\n<p>Send your finalized RPPR to your OSP Team&nbsp;<strong>at least&nbsp;<u>5 days in advance<\/u><\/strong>&nbsp;so it can be submitted on time. Please also be aware that some sponsors, especially NIH, consider a report late as of 12:01 am on the due date, so early submission is best. Additionally, some sponsors, including NOAA and NIH, often have many RPPRs due on the same date, so your OSP Team may have 50+ reports to submit on any given due date!<\/p>\n\n\n\n<p>If your OSP Team needs to submit the report,&nbsp;<strong>the PI is responsible for ensuring it is filled out correctly and making any necessary changes if requested by the sponsor or OSP.<\/strong>&nbsp;If your OSP Team receives the RPPR from the PI without all the required information or is filled out incorrectly, it can cause the reports to be submitted late while they wait for you to make corrections. Your OSP Team cannot add to or change your technical report.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">A FEW TIPS AND TRICKS:<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Check for Errors.<\/strong>\u00a0Many systems like\u00a0<a href=\"https:\/\/www.era.nih.gov\/erahelp\/commons\/Commons\/rppr\/rppr.htm\" target=\"_blank\" rel=\"noreferrer noopener\">eRA Commons<\/a>\u00a0have the ability to\u00a0<a href=\"https:\/\/www.era.nih.gov\/erahelp\/Commons\/Commons\/rppr\/rppr_errors_single.htm?tocpath=Research%20Performance%20Progress%20Report%20(RPPR)%7CChecking%20Your%20RPPR%C2%A0for%20Errors%7C_____1\" target=\"_blank\" rel=\"noreferrer noopener\">check your RPPR<\/a>\u00a0and ensure that it isn\u2019t missing information or has errors.\u00a0<\/li>\n\n\n\n<li><strong>Notify your OSP Team when the RPPR is ready.<\/strong>\u00a0If you\u00a0<a href=\"https:\/\/www.era.nih.gov\/erahelp\/Commons\/Commons\/rppr\/rppr_route.htm?tocpath=Research%20Performance%20Progress%20Report%20(RPPR)%7C_____7\" target=\"_blank\" rel=\"noreferrer noopener\">route your RPPR<\/a>\u00a0to your\u00a0<a href=\"https:\/\/www.research.colostate.edu\/osp\/osp\/staff\/\" target=\"_blank\" rel=\"noreferrer noopener\">OSP Team<\/a>\u00a0via a portal, follow up with an email to your team, ideally stating the RPPR due date and the 53-account number in the subject line.<\/li>\n\n\n\n<li><strong>Request portal access.<\/strong>\u00a0If any project personnel need accounts in a portal, please email\u00a0<a href=\"mailto:osp_era@mail.colostate.edu\">osp_era@mail.colostate.edu<\/a>\u00a0to request account creation and confirm with those personnel that their profile is complete before the RPPR due date.<\/li>\n\n\n\n<li><strong>Submission of HSS Updates.<\/strong>\u00a0For NIH programs with Human Subjects System (HSS) submissions linked to an RPPR, please also email your\u00a0<a href=\"https:\/\/www.research.colostate.edu\/osp\/osp\/staff\/\" target=\"_blank\" rel=\"noreferrer noopener\">OSP Team RA and\/or SRA<\/a>\u00a0when the HSS update is ready for submission.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Part 3 \u2013 RPPR Consequences and Specific Agency Reminders<\/h3>\n\n\n\n<p>Sponsors are implementing strict measures for late annual and final research progress performance reports (RPPRs), such as&nbsp;<a href=\"https:\/\/www.chronicle.com\/article\/one-scientist-didnt-turn-in-his-grant-reports-now-federal-agencies-are-withholding-grants-for-an-entire-university?sra=true\" target=\"_blank\" rel=\"noreferrer noopener\">withholding awards from the entire University<\/a>, not funding incremental years of a current award, and not allowing PIs and co-PIs to submit new proposals when RPPRs (annual and final) are not submitted on time.<\/p>\n\n\n\n<p><strong>For any RPPRs that involve OSP submission or input for financial reporting, your finalized RPPR should be sent to your OSP Team at least&nbsp;<u>5 days in advance<\/u>&nbsp;so that it can be submitted on time.<\/strong><\/p>\n\n\n\n<p>A few reminders about due dates and system-specific hints:<\/p>\n\n\n\n<p><strong><u>PI Prepare, OSP submits RPPRs:<\/u><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>PHS agencies<\/strong>, including NIH, CDC, and NOAA, consider a report late as of 12:01am on the due date. Please route to your RPPR to your\u00a0<a href=\"https:\/\/www.research.colostate.edu\/osp\/osp\/staff\/\" target=\"_blank\" rel=\"noreferrer noopener\">OSP Team RA and\/or SRA<\/a>.<\/li>\n\n\n\n<li><strong>USDA APHIS\u00a0<\/strong>and other USDA agencies that use EzFed Grants, email your Report to your\u00a0<a href=\"https:\/\/www.research.colostate.edu\/osp\/osp\/staff\/\" target=\"_blank\" rel=\"noreferrer noopener\">OSP Team FRA<\/a>.<\/li>\n\n\n\n<li><strong>Foundations<\/strong>\u00a0may require financial reporting as part of the progress report. Please send the report to your\u00a0<a href=\"https:\/\/www.research.colostate.edu\/osp\/osp\/staff\/\" target=\"_blank\" rel=\"noreferrer noopener\">OSP Team FRA<\/a>.<\/li>\n<\/ul>\n\n\n\n<p><strong><u>PI Prepare, PI Submits RPPRs:<\/u><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>USDA NIFA<\/strong>\u00a0award RPPRs are completed in\u00a0<a href=\"https:\/\/portal.nifa.usda.gov\/cas\/login?service=https%3A%2F%2Fportal.nifa.usda.gov%2Freeport%2F\" target=\"_blank\" rel=\"noreferrer noopener\">ReePort<\/a>.<\/li>\n\n\n\n<li><strong>NSF<\/strong>\u00a0RPPRs are\u00a0<strong>due<\/strong>\u00a090 days before the end of your current budget period. Research.gov lists that date as the due date but does not list it as \u201coverdue\u201d until the Budget period anniversary date; the 90 days between \u201cdue\u201d and \u201coverdue\u201d is for the NSF Program Officers to review and approve the RPPR.\u00a0<\/li>\n\n\n\n<li><strong>DOI<\/strong>\u00a0Agency RPPRs are completed in\u00a0<a href=\"https:\/\/home.grantsolutions.gov\/home\/\" target=\"_blank\" rel=\"noreferrer noopener\">GrantSolutions<\/a>.
