{"id":6803,"date":"2022-10-05T19:59:49","date_gmt":"2022-10-06T01:59:49","guid":{"rendered":"https:\/\/www.research.colostate.edu\/osp\/?p=6803"},"modified":"2022-10-05T19:59:49","modified_gmt":"2022-10-06T01:59:49","slug":"fapiis","status":"publish","type":"post","link":"https:\/\/www.research.colostate.edu\/osp\/2022\/10\/05\/fapiis\/","title":{"rendered":"FAPIIS"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/www.research.colostate.edu\/osp\/osp\/wp-content\/uploads\/sites\/21\/elementor\/thumbs\/ram-logo-qi7uk401yqlhnsgdpp4972tadnz3jhpr7hu0ljp74s.png\" title=\"ram-logo.png\" alt=\"CSU Ram Logo\" loading=\"lazy\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t<\/p>\n<p>The<strong> Federal Awardee Performance Integrity Information System (FAPIIS), <\/strong>now called Responsibility\/Qualification in <a href=\"https:\/\/sam.gov\/fapiis\" target=\"_blank\" rel=\"noopener\">Sam.gov<\/a>, was created in response to taxpayers demanding more transparency in how government funds are allocated and spent. As mandated by the <a href=\"https:\/\/www.acquisition.gov\/far\/9.104-6?searchTerms=FAPIIS\" target=\"_blank\" rel=\"noopener\">Federal Acquisition Regulations (FAR) 9.104-6<\/a> and <a href=\"https:\/\/www.ecfr.gov\/current\/title-2\/subtitle-A\/chapter-II\/part-200\/subpart-C\/section-200.206\" target=\"_blank\" rel=\"noopener\">Uniform Guidance (UG) 2 CRF 200.206<\/a>, Federal awarding agencies of contracts, grants, and cooperative agreements MUST have a framework in place for evaluating risks posed by applicants prior to making a new award and MUST check FAPIIS for any pertinent information. Risk evaluations may involve the following criteria:<\/p>\n<ul>\n<li>Financial stability of the recipient<\/li>\n<li>Management systems and standards in place<\/li>\n<li><em>History of performance<\/em> \u2013 including timeliness of applicable reporting requirements and conformance to terms and conditions of previous awards<\/li>\n<li>Audit reports and findings<\/li>\n<li>Ability to effectively implement requirements<\/li>\n<li>Suspension and debarment compliance<\/li>\n<\/ul>\n<p><em>Reminder: Recipient\/Applicant = CSU. Agencies and Sponsors award grants and contracts to CSU, not PIs.<\/em><\/p>\n<p>The \u2018History of Performance\u2019 has become a hot topic with major Federal Sponsors like NSF. NSF has clarified its expectations around project reporting requirements in <a href=\"https:\/\/www.nsf.gov\/pubs\/issuances\/in148.jsp\" target=\"_blank\" rel=\"noopener\">Important Notice No. 148<\/a>. They have made it clear they consider late technical reporting to be a significant problem and that they will report the issue in Sam.gov.<\/p>\n<p><strong><u>NSF Technical Reporting Guidelines<\/u><\/strong><\/p>\n<ul>\n<li>Annual technical reports are <strong>DUE<\/strong> 90 days before the end of the budget period.<\/li>\n<li>Final technical and outcomes reports are <strong>DUE <\/strong>120 days after the end of the project.<\/li>\n<\/ul>\n<p><strong>IMPORTANT:<\/strong> Any report that is over 1 year late will be reported on FAPIIS as a Recipient\u2019s Material Failure to Comply with the terms and conditions of an award.<\/p>\n<p><strong><em>What does this mean to CSU? To the Research Community? <\/em><\/strong><\/p>\n<p>While NSF has been regularly communicating its expectations, all Federal awarding agencies have the same requirements under FAR and UG for risk assessment. Also, Per <a href=\"https:\/\/www.ecfr.gov\/current\/title-2\/subtitle-A\/chapter-II\/part-200\/subpart-D\/subject-group-ECFR86b76dde0e1e9dc\/section-200.339\" target=\"_blank\" rel=\"noopener\">UG 2 CFR 200.339<\/a>, Federal awarding agencies have options for dealing with non-compliance.
