NSF PAPPG Update: Safe and Inclusive Working Environments Plan for Off-Campus or Off-Site Research

With the new NSF Proposal and Award Policies and Procedures Guide (PAPPG) going into effect on January 30, 2023, another significant change is the inclusion of a Safe and Inclusive Working Environments Plan for Off-Campus or Off-Site Research*.

At the proposal stage, the CSU AOR must certify that there is a plan in place for that proposal that addresses:

  • Abuse of any person, including, but not limited to, harassment, stalking, bullying, or hazing of any kind, whether the behavior is carried out verbally, physically, electronically, or in written form; or
  • Conduct that is unwelcome, offensive, indecent, obscene, or disorderly.

The plan should be disseminated to any participants participating in the off-campus or off-site research before departure.

While the PAPPG states that this plan will not be submitted to NSF for review, there are some solicitations that will require a plan to be submitted with the proposal. Please read all solicitations carefully for guidance that is in addition to or different from the PAPPG.
