Compliance with NSF-sponsored Conference Proposal Requirement

Effective January 28, 2019, the National Science Foundation (NSF) revised its Proposal and Award Policies
and Procedures Guide (PAPPG) to contain a new policy statement in Chapter II.E.7., Conference Proposals
that requires NSF-sponsored conference awardee organizations to have a policy or code of conduct that
addresses sexual harassment, other forms of harassment, and sexual assault.

The policy further requires that the awardee organization establish clear and accessible means for reporting
violations that occur at conferences. This policy or code of conduct must be disseminated to all participants in
advance of the event. In addition, NSF is encouraging awardee organizations who use NSF award funds to
send individuals to field stations, vessels, summer schools, etc., to implement promising practices to ensure
the safety of individuals, to include providing clear reporting mechanisms.

In order to meet this requirement, CSU legal counsel and the Office of Equal Opportunity have drafted a statement for inclusion in conference materials regarding the NSF requirement. This statement, titled “Compliance with NSF-sponsored Conference Proposal Requirement,” can be found in suitable form for web materials and print materials on the OSP website under “Guidance.”
