Export Controls and Foreign Engagement works closely with partners across campus in the Department of Research IT, Office of International Programs, CEMML, Central Receiving, Procurement, Property Management, Division of IT, HR, Admissions, Office of Sponsored Programs, academic departments, and more.<\/p>\n\n\n\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\" style=\"margin-bottom:3rem\">\n<h2 class=\"wp-block-heading has-bodoni-font-family\"><em>Safeguarding Research Integrity<\/em><\/h2>\n\n\n\n<p>Export Controls and Foreign Engagement are responsible for export control, controlled unclassified information, and classified research. This includes procuring federal export licenses, writing and implementing Technology Control Plans around sensitive technologies and\/or items, reviewing export-related clauses in contracts and grants, supporting international scholars\u2019 visa applications, advising CSU faculty and staff about international travel, screening international shipments, maintaining classified research capabilities, facilitating CSU personnel access to military bases, and more.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-group is-layout-constrained wp-block-group-is-layout-constrained\" style=\"margin-bottom:3rem\">\n<h2 class=\"wp-block-heading has-bodoni-font-family\"><em>Preventing Misuse of CHIPS Act Funding<\/em><\/h2>\n\n\n\n<p>On September 25, 2023, the Department of Commerce (Department), through the National Institute of Standards and Technology, published a final rule to implement conditions in the CHIPS and Science Act of 2022 (\u201cCHIPS Act,\u201d or \u201cAct\u201d) that seek to prevent CHIPS funds from being used to directly or indirectly benefit foreign countries of concern. The final rule, Preventing the Improper Use of CHIPS Act Funding, 88 Fed. Reg. 65,600 (codified at 15 C.F.R. \u00a7 231) (\u201cGuardrails Rule\u201d), defines terms related to these conditions, describes the types of activities that are prohibited under the Expansion Clawback and Technology Clawback, sets forth procedures for notifying the Secretary of Commerce (Secretary) of non-compliance, and describes the process by which the Secretary will enforce these provisions.<\/p>\n\n\n\n<p>As a result, Colorado State University will not engage or participate with malign foreign talent programs.
